Nguyễn Minh Phương Cơ sở đào tạo: Trường Đại học Kinh tế Quốc dân Những đóng góp mới về mặt học thuật, lý luận (1) Công trình nghiên cứu góp phần xây dựng khái niệm Nguồn lực người Việt Nam ở nước ngoài (NVNONN), làm rõ ý luận liên quan tới huy động nguồn lực NVNONN, quan hệ quốc tế, từng nguồn lực.. từ đó rút ra những cơ sở lý luận phù hợp của công tác huy động nguồn lực NVNONN. (2) Dựa trên khung lý thuyết về một số nhân tố tác động đến việc huy động nguồn lực tri thức người Việt Nam ở nước ngoài vào phát triển kinh tế Việt Nam, luận án đã phân tích sự ảnh hưởng của các nhân tố đến huy động nguồn lực tri thức người Việt Nam ở nước ngoài vào phát triển kinh tế Việt Nam: Các nhân tố thuộc về chính sách thu hút NL NVNONN của chính phủ; Các nhân tố thuộc về việc thực thi hiệu quả các chính sách thu hút NLNVNONN; Các nhân tố thuộc về tình cảm của NVNONN với gia đình, quê hương, tổ quốc; Điều kiện VH,KT,XH tại VN thu hút NVNONN về VN đầu tư, làm việc hoặc đóng góp; Môi trường làm việc cho NVNONN về VN đầu tư, làm việc hoặc đóng góp; Các yếu tố trọng dụng cho NVNONN về VN đầu tư, làm việc hoặc đóng góp; Các yếu tố về ưu đãi cho NVNONN về VN đầu tư, làm việc hoặc đóng góp. Những đóng góp mới về mặt thực tiễn: (1) Phân tích bức tranh toàn cảnh tổng hợp thông tin về đời sống kinh tế, văn hóa, chính trị của NVNONN,... mức độ tập trung và mật độ người VN đang sinh sống ở một số QG, châu lục trong những năm gần đây; Đề cập sâu và cận cảnh một số chính sách, hình thức huy động, những thành công, hạn chế, những vướng mắc, bất cập trong xây dựng và thực thi chính sách liên quan trực tiếp và gián tiếp, làm rõ nguyên nhân trong huy động các NL NVNONN (2) Kết quả phân tích, kiểm định và đánh giá mô hình “Huy động nguồn lực người Việt Nam ở nước ngoài vào phát triển kinh tế Việt Nam” đã phát hiện được: 07 biến độc lập đều có ý nghĩa thống kê và đều có mối quan hệ dương tới việc mong muốn được cống hiến trí tuệ hoặc trở về Việt Nam làm việc của NVNONN, nghĩa là có ảnh hưởng thuận chiều đến việc huy động NL NVNONN vào phát triển kinh tế Việt Nam (là biến phụ thuộc). Tuy nhiên, mức độ tác động của mỗi nhân tố (biến độc lập) tới biến phụ thuộc có khác nhau. Trong đó, các nhân tố thuộc về việc thực thi hiệu quả các chính sách thu hút NL NVNONN là nhân tố tác động mạnh nhất đến việc huy động NL NVNONN, tiếp đến là các nhân tố thuộc trọng dụng, cơ chế chính sách, tình cảm với gia đình, quê hương, đất nước, điều kiện KT-VH-XH và nhân tố về ưu đãi. (3) Phân tích, đánh giá được vai trò và giá trị của NL NVNONN đối với việc phát triển kinh tế Việt Nam trong giai đoạn mới. Đồng thời chỉ ra những hạn chế của việc thực thi chính sách huy động các NL NVNONN vào phát triển kinh tế Việt Nam. (4) Dựa trên kết quả nghiên cứu đặc biệt là mức độ tác động của từng nhân tố ảnh hưởng đến thu hút nguồn lực NVNONN, đề tài đề xuất một số quan điểm, định hướng mục tiêu, lĩnh vực và giải pháp trọng tâm, đồng bộ, thiết thực, có tính khả thi nhằm bổ sung về mặt thực thi chính sách nhằm khai thác hiệu quả nguồn lực của cộng đồng NVNONN trên thế giới. (5) Nhận diện được những yếu tố liên quan, đề xuất một số chính sách để xử lý trong thực tiễn mối quan hệ địa chính trị giữa VN với một số nước cụ thể, để khai thác tốt hơn các NL NVNONN. (6) Cung cấp thêm tư liệu, tài liệu phục vụ hữu ích cho các hoạt động nghiên cứu, giảng dạy, hoạch định chính sách và những người quan tâm đến huy động NL NVNONN Nội dung của luận án xem tại đây. --------------- THE CONTRIBUTION OF THE THESIS Title: Mobilizing Vietnamese resources from overseas for economic development in Vietnam Major: International Economics (Foreign Trade) PhD student: Trinh Thi Thu Ha Supervisor: Prof.Dr Đo Duc Binh – Dr. Nguyen Minh Phong Training institution: National Economics University New contributions in academics and theory About theory: (1) The thesis contributes to build the concept of the resources from Vietnamese in foreign countries, clarifying the ideas related to the mobilization of the resources from Vietnamese in foreign countries in a scientific way in terms of: Vietnamese from overseas, international relations, each resource.....from that draw the appropriate theoretical basis for the mobilization of resources from Vietnamese in foreign countries. (2) The thesis contributes to the systematization, analysis of the mechanism of the impact of factors affecting the efficiency of mobilizing resources from Vietnamese in foreign countries, especially the thesis used quantitative method to clarify the factors and level of impact of each factor on mobilizing intellectuals from overseas Vietnamese, from which used it as the scientific basis to propose solutions to better mobilize this resources. (3) The thesis contributes to the systematization, forming a broad set of criteria to evaluate the work of mobilizing resources from overseas Vietnamese including: investment of the overseas Vietnamese entrepreurners, intellectuals and remittances from overseas Vietnamese. New contributions in practice: (1) Analysis of the panorama of the economic, cultural and political life of overseas Vietnamese, ... concentration and density of Vietnamese people living in some countries in the recent years; deep and close overview of policies, forms of mobilization, successes, constraints, inadequacies in the formulation and implementation of policies directly and indirectly, clarify the causes in mobilizing resources from overseas Vietnamese. (2) The results of analyzing, testing and evaluating the model of "mobilizing overseas Vietnamese resources for economic development in Vietnam" have found that 07 independent variables are statistically significant and have a positive relationship to the desire to contribute intellect or return to Vietnam to work of the overseas Vietnamese; it means that this will have a positive influence on the mobilization of resources from overseas Vietnamese in the development of Vietnam economy (as dependent variable). However, the level of impact of each factor (independent variable) on the dependent variable is different. The factors that contribute to the effective implementation of the policy of attracting the resources from overseas Vietnamese are the most influential factors for the mobilization of the resources from overseas Vietnamese, followed by the important factors, policies, feeling with family, home country, socio-economic conditions and incentive factor. (3) Analyzing, evaluating the role and value of resources from overseas Vietnamese for the development of Vietnam economy in the new period. At the same time, pointing out the limitations of implementing the policy of mobilizing the resources from overseas Vietnamese to develop Vietnam's economy. (4) Based on the findings of the study, especially the level of impact of each factor affecting the mobilization of resources from overseas Vietnamese, the thesis proposed a number of viewpoints, objectives, areas and key solutions which are consistent, practical, feasible in order to supplement the implementation of policies to effectively exploit the resources of the community of overseas Vietnamese in the world. (5) Identifing relevant factors, proposing some policies to deal with the geopolitical relationship between Vietnam and some specific countries in order to better exploit the resources from overseas Vietnamese. (6) Providing more useful materials for researching, teaching, policy making and people interested in mobilizing the resources from overseas Vietnamese.
