Luận án chỉ ra sự khác biệt mang tính đặc điểm giữa mua bán qua Sở giao dịch hàng hóa so với mua bán hàng hoá thông thường. Thứ hai, Luận án đã nhóm và phân tích các điều kiện đảm bảo sự phát triển của Sở giao dịch hàng hóa, các mối liên hệ giữa các điều kiện này với sự phát triển của Sở giao dịch hànghóa; phát hiện ra yếu tố mới nằm trong nhóm điều kiện về hợp đồng giao dịch nhằm bảo đảm phát triển Sở giao dịch hàng hóa tại Việt Nam, đó là yêu tố sự liên thông, liên kết với Sở giao dịch hàng hóa nước ngoài hoặc thị trường giao dịch hàng hóa phái sinh nước ngoài. Những phát hiện, đề xuất mới rút ra được từ kết quả nghiên cứu, khảo sát của luận án - Với mẫu nghiên cứu bao gồm 11 đối tượng thực hiện phỏng vấn và 152 doanh nghiệp thực hiện khảo sát, Nghiên cứu đã phát hiện các vấn đề sau: Thứ nhất, phát triển Sở giao dịch hàng hóa ở Việt Nam ở mức độ thấp, một số điều kiện cơ bản chưa đáp ứng được yêu cầu để Sở giao dịch hàng hóa hoạt động có hiệu quả. Thứ hai, khẳng định Sở giao dịch hàng hóa tại Việt Nam cần phải hoạt động dưới hình thức doanh nghiệp chứ không phải đơn vị sự nghiệp có thu. - Trên cơ sở kết quả nghiên cứu, luận án đưa ra các giải pháp và hàm ý chính sách như sau: Thứ nhất, luận án đã đưa ra các giải pháp sau: hoàn thiện thể chế, kinh tế vĩ mô, bảo đảm khối lượng và chất lượng hàng hóa giao dịch; sự tham gia của các tổ chức tài chính; bảo đảm thành công của các hợp đồng giao dịch; đầu tư phát triển cơ sở hạ tầng vật chất kỹ thuật và thu hút đầu tư nước ngoài tham gia phát triển Sở giao dịch hàng hóa. Specifically, the thesis has studied the operational organization model of the Commodity Exchange, specifying the conditions for fostering the development of the Commodity Exchange, including: (i) Institution and macroeconomy; (ii) trading commodities; (iii) trading contracts; (iv) technical and physical infrastructure  and summing up the experience of the Commodity Exchange. The dissertation shows the difference between the purchase and sale of goods through the Commodity Exchange compared with the purchase and sale of goods.     Secondly, the thesis has grouped and analyzed the conditions to ensure the development of the Commodity Exchange, the relationship between these conditions and the development of the Commodity Exchange; a new element is found in the group of terms on transaction contracts to ensure the development of the Commodity Exchange in Vietnam. It is the linkage between the foreign exchange and the foreign exchange derivatives market. Findings and new recommendations from the research Findings from research: Firstly, the development of the Commodity Exchange in Vietnam is still underdeveloped and some basic conditions have not met the requirements for effective operation of the Commodity Exchange. Secondly, confirming that the Commodity Exchange in Vietnam needs to operate in the form of an enterprise rather than a non-income generating administration agency. Based on the results of the study, the thesis presents the policy implications as follows: Firstly, the dissertation has made comprehensive and feasible solutions and recommendations, helping the state management agencies and Commodity Exchange in the coming time to meet the objective requirements to successfully develop this type of business.
